Charter Consultant

About the role

The Aga Khan University in Uganda seeks a Charter Consultant to support the university’s application for a local charter under the Universities and Other Tertiary Institutions Act. This fixed‑term consultancy will be based in Kampala and will work closely with the Academic & Administrative Manager and the Associate Vice Provost.

Key responsibilities

• Study the Charter Roadmap, guiding regulations, and AKU policy documents to understand the assignment.
• Conduct meetings with AKU teams and relevant stakeholders to gather insights.
• Advise university management on strategic, operational, and compliance interventions needed for charter acquisition.
• Review existing institutional documents, systems, and academic programmes for readiness and compliance.
• Develop or support revision of key institutional documents, policies, and frameworks required for the charter application.
• Ensure academic programmes align with NCHE requirements and emerging directives such as Competency‑Based Education and Training (CBET).
• Develop a comprehensive implementation framework and provide technical guidance throughout the charter application and inspection processes.

Required profile

• Proven experience in higher‑education accreditation, regulation, and charter acquisition processes.
• Ability to analyse institutional documents and recommend compliance actions.
• Strong knowledge of Uganda’s National Council for Higher Education (NCHE) requirements and CBET principles.
• Experience preparing technical and financial proposals for consultancy assignments.
