Contracting and Procurement Specialist

About the role

SNV Uganda's Contracting and Procurement (C&P) team in the Operations department is looking for a C&P Specialist. The post supports and monitors the implementation of SNV's C&P policy and procedures across projects and the country office, manages the country office's contract database, and helps negotiate, establish and administer contracts. It is a contract position.

Key responsibilities

• Support project teams and stakeholders in applying the C&P policy and procedures, ensuring compliance and proper record keeping.
• Ensure goods, works, non-consultancy and consultancy services are procured at the right price and quality, in a timely and efficient way.
• Manage the country office's contract database and support the Senior C&P Specialist and interns in maintaining, updating and filing documents in the ERP system, including contract templates and tools.
• Identify risks and learning, propose improvements and share them with Operations stakeholders, and monitor follow-up on agreed actions.
• Plan and report on procurement quality and timeliness, maintain reports in SNV systems and submit procurement activity reports to management through the Country Operations Manager.
• Develop and deliver training under the supervision of the Country Operations Manager, and take part in learning initiatives.
• Maintain country-level contracting and procurement databases and systems.

Required profile

• Bachelor's degree in administration, public procurement, purchasing and supply, or another supply chain field (Master's degree an added advantage).
• At least 10 years of demonstrable, progressive and relevant procurement experience.
• Proven track record in international development cooperation contracting and procurement.
• Solid knowledge of multiple donor compliance requirements on contracting and procurement.
• CIPS UK membership and certification.
• Experience in a multicultural environment is essential.

Required skills

• Strong IT skills, including advanced Excel.
• Analytical, interpersonal and collaboration skills.
