Deputy Team Leader

About the role

The International Rescue Committee is seeking a Deputy Team Leader to provide strategic technical leadership and operational oversight for the Refugee Support, Empowerment and Transformation (ReSET) programme in Uganda. Reporting to the Team Leader, you will ensure high‑quality, coherent delivery across all sectors and pillars while supporting the organisation’s localisation agenda.

Key responsibilities

• Lead technical design and implementation of the ReSET programme, ensuring alignment with cash‑first principles and value‑for‑money standards.
• Oversee operational activities across health, protection, rule of law, women’s empowerment, economic recovery and education sectors.
• Build and strengthen partner capacity within IRC’s localisation framework.
• Coordinate closely with the Office of the Prime Minister, UN agencies, INGOs, national NGOs and consortium partners.
• Serve as senior relationship manager with the FCDO, consortium partners and government counterparts.
• Deputise for the Team Leader as needed, providing strategic guidance and decision‑making support.

Required profile

• Proven experience in senior humanitarian programme management, preferably in refugee contexts.
• Strong understanding of multi‑sectoral assistance, cash‑based interventions and self‑reliance strategies.
• Demonstrated ability to lead cross‑functional teams and manage complex stakeholder relationships.
• Excellent analytical, planning and coordination skills.
