Interoperability Consultant for CHWR & eCHIS (2-month contract)

About the role

UNICEF is seeking a consultant to strengthen Uganda’s community health system by designing and implementing interoperability between the Community Health Worker Registry (CHWR) and the Electronic Community Health Information System (eCHIS). Over a two‑month period in Kampala, you will enable seamless data exchange, synchronize CHW records and integrate them into the national data warehouse, supporting better health workforce planning and service delivery.

Key responsibilities

• Design and implement the technical architecture for CHWR‑eCHIS interoperability.
• Develop and expose APIs, data pipelines and analytics dashboards to enable real‑time data flow.
• Integrate CHWR data with DHIS2 and the national data warehouse using standards such as HL7 FHIR and OpenHIE.
• Conduct system testing, support deployment and provide capacity‑building training for national stakeholders.
• Produce geo‑referenced insights to improve service coverage and equity.

Required profile

• Master’s degree in Computer Science, Information Systems, Health Informatics or Software Engineering.
• 5–7 years of experience in digital health systems and health information interoperability.
• Proven experience with API development and system integration projects.
• Familiarity with DHIS2, data warehouse integration and open‑source health platforms.
• Fluent English communication skills.
