Monitoring, Evaluation & Learning Officer for SAYE Project

About the role

The Monitoring, Evaluation & Learning (MEL) Officer will support the SAYE (Stimulating Agribusiness for Youth Employment) project by ensuring robust MEL systems at the cluster level. Reporting to the SAYE MEL Manager, the officer will work closely with consortium partners, Business Facilitators, and Cluster Coordinators to promote data‑driven decision‑making.

Key responsibilities

• Develop and implement a cluster‑level annual targeting and tracking plan aligned with project indicators.
• Promote the use of MEL tools and platforms for district‑level data collection, ensuring high‑quality, actionable insights.
• Collect, verify, and submit regular data on youth participation, business performance, and impact.
• Prepare, consolidate, and submit MEL progress and leverage reports in line with donor and HPI requirements.
• Produce monthly analytical reports to inform project planning and progress.
• Document learnings, best practices, and knowledge management outputs for internal and partner use.
• Maintain an up‑to‑date database of all project activities and review front‑line data for accuracy.

Required profile

• Experience supporting monitoring, evaluation, and learning activities in development projects.
• Ability to collaborate with multiple partners and strengthen MEL capacity.
• Strong attention to data quality and compliance with reporting standards.
