About the role
The Monitoring, Evaluation, Research and Learning (MERL) Manager will lead the design, implementation and continuous improvement of MERL systems for the TRAIN Pillar of the Leaders in Teaching (LiT) programme in Uganda. Reporting to senior leadership, the role ensures high‑quality evidence generation, data integrity and learning that inform teacher professional development interventions.
Key responsibilities
- Develop and roll‑out MERL systems aligned with the TRAIN Pillar Theory of Change, Results Framework and donor standards.
- Maintain the MERL plan, learning agenda, indicator reference sheets, data collection protocols and reporting calendar.
- Plan, resource and budget MERL activities, including digital data collection tools and field verification.
- Design and operate a data quality assurance system covering collection, verification, cleaning, storage and reporting.
- Conduct routine data quality assessments, spot checks and verification visits across training, school‑based CPD and Communities of Practice.
- Lead the design of tools to measure changes in teacher knowledge, attitudes, confidence and classroom practice.
Required profile
- Proven experience in monitoring, evaluation, research or learning for education programmes.
- Strong understanding of results‑based management and donor reporting requirements.
- Excellent analytical mindset with ability to translate data into actionable insights.
- Ability to work collaboratively with partners, trainers and district officials.
