National Consultant – Development of Uganda Gavi 6.0 Application Package (Immunization)

About the role
UNICEF is seeking a National Consultant to lead the development of Uganda’s Gavi 6.0 Country Application Package for immunization. The consultant will work from the UNICEF office in Kampala for a 6.5‑month fixed‑term assignment, supporting the Ministry of Health and the Uganda National Expanded Programme on Immunization (UNEPI) in preparing a comprehensive, evidence‑based application.
Key responsibilities
- Develop a detailed roadmap and operational workplan for the Gavi 6.0 application process.
- Facilitate technical coordination among UNEPI pillars, MoH departments, finance, gender, education, local government, UNICEF, WHO, USG agencies, and other partners.
- Review national strategies, policies, and assessments related to immunization, primary health care, equity, financing and service delivery.
- Compile, synthesize and analyse data on immunization coverage, zero‑dose populations, equity assessments, financing, service delivery bottlenecks and health‑system constraints.
- Support technical and costing discussions, prioritising cash allocation, outbreak preparedness, preventive campaigns, health‑system strengthening and domestic financing.
- Draft and consolidate application narratives, annexes, implementation plans, budgets, costing tables and monitoring frameworks.
Required profile
- Relevant advanced degree in public health, health economics, epidemiology or a related field.
- Proven experience supporting Gavi applications or similar large‑scale immunization financing proposals.
- Strong knowledge of Uganda’s health system, immunization programmes and primary health‑care strengthening.
- Demonstrated ability to work with multiple government ministries, UN agencies and civil‑society partners.
Required skills
- Technical coordination and stakeholder engagement.
- Data analysis and evidence synthesis for health programmes.
- Costing and budgeting for health interventions.
- Report writing and preparation of technical narratives.
