Senior Procurement & Logistics Officer

About the role

The Senior Procurement & Logistics Officer will lead procurement planning, supplier management and fleet operations for HEKS/EPER’s Country Programme in Uganda, ensuring efficient, cost‑effective delivery of goods and services.

Key responsibilities

• Develop and maintain procurement plans, process purchase requests, and track procurement actions.
• Conduct sourcing, tendering, supplier evaluation and negotiate contracts within delegated authority.
• Maintain complete procurement documentation and report status to management.
• Manage asset and inventory records, coordinate transport of goods, and oversee fleet planning, vehicle maintenance and driver scheduling.
• Provide technical guidance to the Procurement & Logistics Officer and act as focal point for safety and security matters.

Required profile

• Bachelor’s degree in Procurement, Supply Chain Management, Logistics or related field.
• Minimum 5 years of relevant experience in procurement, logistics or supply‑chain management, including fleet management.
• Experience in an international NGO or donor‑funded environment is an advantage.
• High integrity, strong analytical abilities and ability to work under pressure.

Required skills

• Strong knowledge of procurement processes, sourcing strategies and vendor management.
• Proficiency with Microsoft Office and procurement/logistics tracking tools.
