Uganda Country Lead

About the role

Instiglio is seeking a senior leader to head its operations, delivery and partnership development in Uganda. The role will oversee multiple programmes, including safe water financing, government reform acceleration and refugee coordination, reporting to the Africa Director.

Key responsibilities

• Hold overall accountability for quality, timeliness and budget of all Uganda projects, setting direction with project managers and resolving delivery risks.
• Lead, coach and develop the Uganda‑based team, including line‑management, performance reviews and staffing across projects.
• Serve as Instiglio’s senior representative with ministers, permanent secretaries and agency heads, building and maintaining relationships with funders, DFIs and UN agencies.
• Drive partnership development, identify new opportunities, contribute to proposals and build coalitions with local firms and implementing partners.

Required profile

• At least 15 years of relevant experience, including senior‑level engagement with Ugandan government and international stakeholders.
• Proven track record of leading multi‑disciplinary teams and delivering advisory projects in a results‑based financing or public‑sector reform context.
• Deep understanding of Uganda’s institutional landscape, with trusted advisory relationships at the permanent‑secretary or ministerial level.
• Experience designing performance‑management frameworks and embedding them within government mandates.
