Country Monitoring, Evaluation and Learning (MEAL) Manager

About the role

The Country Monitoring, Evaluation and Learning (MEAL) Manager will lead the design and implementation of a robust MEAL system for WCS Uganda. Reporting to the Country Director, the role ensures that data collection, analysis and learning align with WCS global standards, the country strategy and donor requirements.

Key responsibilities

• Develop and oversee the Country and CMP Annual Monitoring, Evaluation and Learning Plans (AMELP).
• Provide technical support to project leads for activity‑level MEAL plans and ensure indicator alignment with the Theory of Change.
• Implement WCS MEAL standards, harmonise data collection tools, storage and reporting across sites.
• Maintain data quality through verification of Means of Verification, completeness checks and timely reporting.
• Analyse country‑level data to inform evidence‑based decision‑making and adaptive management.
• Support proposal development by integrating MEAL components, designing log‑frames and selecting appropriate indicators.
• Build capacity of Country Program and CMP site staff on MEAL processes and tools.

Required profile

• Senior‑level professional with at least 84 months (7 years) of relevant experience.
• Proven experience managing MEAL teams and coordinating across multiple sites.
• Strong understanding of conservation impact measurement and donor reporting requirements.
• Ability to work closely with technical leads, site managers and global teams.
