Deputy Chief of Party – Uganda

About the role

Thinkwell is seeking a Deputy Chief of Party (DCOP) to lead a five‑year Government‑to‑Government (G2G) readiness and independent verification activity in Uganda. The DCOP will act as the day‑to‑day counterpart to the Ministry of Health and the Ministry of Finance, ensuring that transition milestones for performance‑based health financing are achieved.

Key responsibilities

• Lead stakeholder engagement with the Ministry of Finance and support coordination with the Ministry of Health and other relevant ministries.
• Oversee work‑planning, reporting, and risk‑assessment activities for government entities receiving direct donor funding.
• Provide technical assistance in strategic purchasing, public financial management, PFM reforms, and financial management information systems.
• Supervise a team of up to five advisors and external consultants.
• Navigate the political environment in Uganda and maintain clear, open communication with the Thinkwell team.

Required profile

• Extensive financial, technical, and managerial expertise, preferably with Uganda G2G experience.
• In‑depth knowledge of health‑systems strengthening and public financial management.
• Strong political and negotiation skills to operate in a complex environment.
• Ability to work independently and as part of a small, high‑level distributed team.
• Excellent communication and collaborative skills.
