Infrastructure & Disaster Recovery Lead, DART

About the role

The Infrastructure & Disaster Recovery Lead will guide the DART project’s effort to stabilise and harden Uganda’s Ministry of Health (MOH) national hosting environment. Reporting to senior project leadership, the role ensures that critical health data platforms – including the National Data Warehouse and Health Information Exchange – remain resilient, secure and ready for scale.

Key responsibilities

• Assess, design and implement disaster‑recovery and business‑continuity plans for MOH hosting infrastructure.
• Lead data‑centre architecture, including capacity planning, virtualization and cybersecurity controls.
• Strengthen the resilience of the National Data Warehouse and priority health‑system integrations.
• Coordinate with MOH teams to certify infrastructure readiness for EMR deployment and health‑information exchange operations.
• Provide technical guidance and mentorship to local staff, facilitating capability transfer.

Required profile

• Minimum 8 years of experience in IT infrastructure, data‑centre operations or disaster‑recovery leadership.
• Proven track record working on large‑scale, government‑focused digital health or public‑sector projects.
• Strong understanding of health‑information systems, data‑warehouse environments and cybersecurity standards.
• Excellent communication skills and ability to work with multi‑disciplinary teams.
