Monitoring and Evaluation Coordinator – Kampala

About the role

The Norwegian Refugee Council is seeking a senior Monitoring and Evaluation (M&E) Coordinator to strengthen its M&E system in Kampala, Uganda. You will work closely with programme teams to design, implement and analyse monitoring tools that inform evidence‑based decision‑making.

Key responsibilities

• Maintain and improve the overall M&E system, reviewing progress against benchmarks and updating tools.
• Provide technical support to programme teams in developing M&E matrices, indicator reference protocols and performance tracking tables.
• Design and oversee data collection tools, digital data collection processes, data management and analysis.
• Compile quantitative output reports, ensure timely monthly reporting into GORS and produce analytical reports for donors.
• Lead capacity‑building initiatives and deliver technical trainings for programme and M&E staff.
• Supervise and mentor M&E staff, contributing to staffing structure and resource planning.

Required profile

• Senior‑level professional with at least 5 years of experience in monitoring and evaluation.
• Demonstrated ability to adhere to NRC policies and procedures.
• Experience in programme design, theory of change development and log‑frame budgeting.
• Proven track record of supporting organizational learning through analysis and reporting.

Required skills

• Strong knowledge of M&E systems, tools and methodologies.
• Ability to develop indicator reference protocols and performance tracking tables.
• Experience with digital data collection and data quality assurance.
• Capacity‑building and training delivery skills.
