National Consultant for Training Needs Assessment in Criminal Justice

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks a National Consultant to lead a comprehensive Training Needs Assessment for criminal justice institutions in Uganda. The assignment aims to identify capacity gaps and develop evidence‑based recommendations to strengthen case management systems.

Key responsibilities

• Conduct a desk review of policies, legislation, strategies, training materials and existing studies related to criminal justice case management in Uganda.
• Prepare an inception report outlining methodology, work plan, data‑collection tools and analytical framework.
• Design and administer assessment tools such as surveys, key‑informant interviews, focus groups and stakeholder consultations.
• Assess current case management practices, coordination mechanisms, information sharing and use of case management information systems.
• Integrate gender and human‑rights considerations throughout the assessment.
• Analyse and validate findings with stakeholders, incorporating feedback.
• Develop practical, evidence‑based recommendations and a prioritized capacity‑development framework.
• Draft the Training Needs Assessment Report, facilitate a validation workshop and produce a final report with a policy brief.

Required profile

• Proven experience conducting training needs assessments or similar capacity‑development studies in the criminal justice sector.
• Strong knowledge of case management systems, gender mainstreaming and human‑rights frameworks.
• Excellent analytical, report‑writing and stakeholder‑engagement skills.
• Ability to work independently on a remote basis and meet tight deadlines.
