About the role
The Senior Project Officer – MEAL will lead the monitoring, evaluation, accountability and learning functions for a CRS project in Uganda. Reporting to the Project Director, the incumbent will ensure that MEAL activities are coordinated, data‑driven and aligned with CRS quality standards and donor requirements, ultimately enhancing the impact of assistance to vulnerable communities.
Key responsibilities
- Organise and lead the implementation of all project MEAL activities in line with CRS program quality principles, donor MEAL requirements and industry best practices.
- Facilitate learning throughout the project cycle by coordinating reflection activities, analysing implementation challenges and informing plan adjustments.
- Lead the roll‑out and management of the Feedback, Complaints and Response Mechanism (FCRM), ensuring timely and appropriate responses from targeted communities.
- Support the collection, validation, analysis and reporting of project data through national information systems, working with government counterparts to improve data quality and use.
- Coordinate national and sub‑national consultations to identify MEAL system strengths, gaps and capacity‑strengthening opportunities.
- Provide technical assistance and mentorship to government MEAL personnel and local partners, promoting integration of project tools into national systems.
- Maintain effective working relationships with all local stakeholders, acting as the liaison between them and the project team.
Required profile
- Significant experience in monitoring, evaluation, accountability and learning within humanitarian or development programmes.
- Strong coordination and relationship‑management skills, with a proven ability to work with government agencies, NGOs and community groups.
- Demonstrated ability to analyse data, identify gaps and recommend actionable improvements.
- Excellent written and verbal communication skills in English.
