Consultant – Review KCCA Policies for Inclusive Urban Refugee Services

About the role

The International Rescue Committee (IRC) is seeking an experienced consultant to review Kampala Capital City Authority (KCCA) internal policies, strategies, guidelines, and practices. The consultant will develop practical recommendations that promote inclusive access to city services and economic self‑reliance for urban refugees and vulnerable nationals.

Key responsibilities

• Analyse existing KCCA policies, strategies, and guidelines related to urban refugee inclusion.
• Identify gaps and barriers that limit access to city services for refugees and vulnerable groups.
• Develop evidence‑based recommendations to improve policy coherence and implementation.
• Prepare comprehensive reports and briefing notes for KCCA and IRC stakeholders.
• Facilitate workshops or consultations with relevant government officials and civil society partners.

Required profile

• Advanced degree in public policy, international development, law, or a related field.
• Minimum 5 years of experience in policy analysis, humanitarian programming, or urban development.
• Demonstrated experience working with refugee or displaced populations in urban settings.
• Strong analytical, writing, and presentation skills.
• Fluency in English; knowledge of local languages is an asset.
