Core Banking System Developer – Project Contract

About the role

The Uganda Cooperative Savings and Credit Union (UCSCU) is seeking a senior full‑stack systems developer to lead the expansion, security hardening, and technical completion of its web‑based Core Banking System (CBS). This is a project‑based contract focused on delivering commercial‑grade functionality for a network of cooperative financial institutions.

Key responsibilities

• Design and implement granular system access controls, including time‑window restrictions, real‑time admin overrides, session tracking, and mandatory two‑factor authentication.
• Convert manual processes into secure, rule‑based workflows with maker‑checker controls for high‑risk transactions such as ledger reversals and large loan disbursements.
• Develop an inventory and procurement engine to manage serialized assets (passbooks, checkbooks, receipt logs) and branch‑to‑branch requisition workflows.
• Build and maintain advanced accounting, payroll, and risk‑analytics modules, including year‑end closing, Portfolio at Risk forecasting, and ad‑hoc reporting.
• Maintain digital banking integrations, including SurePay Uganda API for school fee payments, omnichannel SMS/email messaging, and USSD/mobile application syncing.

Required profile

• Proven experience as a senior full‑stack developer delivering enterprise‑scale banking or financial software.
• Strong background in security architecture, access control, and two‑factor authentication implementations.
• Demonstrated ability to design maker‑checker workflows and complex transaction controls.
• Experience with inventory/procurement systems and financial reporting tools.
• Familiarity with API integration, USSD, and SMS/email messaging platforms.
