French-Speaking Field Procurement Officer

About the role

The Field Procurement Officer will support the Regional Hub’s project procurement activities in Uganda, ensuring compliance with the Bank’s procurement guidelines. This mid‑level position requires French language proficiency and experience in managing procurement processes for development projects.

Key responsibilities

• Implement procurement policies and procedures in line with the Bank’s guidelines.
• Provide technical advice to project teams on procurement planning and documentation.
• Assist in developing and updating procurement policies, considering member‑country needs and best practices.
• Facilitate project procurement from entry through completion, including risk assessment and mitigation.
• Support the preparation and appraisal of project concept notes and procurement plans.
• Organise project start‑up workshops, staff briefings, and provide ongoing support to country portfolios.
• Review and clear procurement documents (RfP, BD, PQD, etc.) for compliance.
• Resolve procurement issues and handle complaints in accordance with guidelines.
• Contribute to capacity‑building activities for stakeholders.

Required profile

• Mid‑level professional with at least 5 years of experience in project procurement.
• Fluent in French (spoken and written).
• Strong knowledge of procurement guidelines and risk assessment procedures.
• Experience supporting development or banking‑related projects.
• Excellent analytical and advisory skills.
