MEAL Officer (Monitoring, Evaluation, Accountability & Learning)

About the role

The International Rescue Committee (IRC) is seeking a MEAL Officer to strengthen monitoring, evaluation, accountability and learning (MEAL) across its South West and West Nile operations in Uganda. Reporting to the MEAL Manager, you will work closely with program teams to ensure high‑quality data collection, analysis and reporting that drive evidence‑based programming.

Key responsibilities

• Provide technical leadership on MEAL functions, ensuring rigorous data collection, documentation, analysis and reporting.
• Lead systematic documentation of program progress, learning and best practices for internal and external audiences.
• Implement MEAL systems aligned with IRC country and global strategies, covering beneficiary registration, output verification and routine monitoring.
• Oversee digital data collection tools (CommCare, Kobo, ODK), manage updates, quality checks and dashboard visualisation.
• Conduct Data Quality Assessments, audits and spot checks to guarantee data completeness and accuracy.
• Analyse monitoring data regularly and support real‑time program adaptations.
• Represent IRC in technical meetings, coordination forums and external engagements related to MEAL.

Required profile

• Proven experience in MEAL functions within humanitarian or development contexts.
• Demonstrated ability to work collaboratively with program teams and external partners.
• Strong analytical mindset with a focus on data‑driven decision making.

Required skills

• Hands‑on experience with digital data collection platforms such as CommCare, Kobo and ODK.
• Data quality assessment and audit techniques.
• Data analysis and dashboard visualisation.
• Beneficiary registration and tracking systems.
