Measurement Evaluation and Learning (MEL) Manager

About the role

Seed Global Health is seeking a Measurement Evaluation and Learning (MEL) Manager to lead evidence‑based decision‑making and impact evaluation for its country program in Uganda. Based in Kampala, the manager will work closely with the country team, global MEL team, and local partners to develop and implement robust MEL systems.

Key responsibilities

• Develop, update and manage the country’s Measurement, Evaluation and Learning Plans in collaboration with the Seed country and Global MEL teams.
• Design and implement data collection, assurance, analysis and reporting processes to ensure high‑quality, timely information.
• Lead learning initiatives and promote a culture of data use for adaptation across Seed teams and partners.
• Oversee operational research, assessments and program evaluations.
• Provide technical leadership and strategic guidance on MEL activities, reporting to the Country Director and maintaining a dotted‑line relationship with the Global MEL Director.

Required profile

• Proven experience in measurement, evaluation and learning within health or development programs.
• Experience working with country teams, international partners and multi‑stakeholder environments.
• Strong analytical mindset with ability to ensure data quality and integrity.
• Excellent communication skills for reporting to senior leadership and external partners.
