Monitoring and Evaluation Specialist for Nutrition Programme Baseline

About the role

IsraAID seeks a Monitoring and Evaluation Specialist to design and conduct a baseline study for its Integrated Community Nutrition Management Programme in Nakivale Refugee Settlement (Uganda) and Kakuma Refugee Camp (Kenya). The consultant will provide quantitative and qualitative baseline data to measure programme outcomes and inform future interventions.

Key responsibilities

• Conduct desk review of programme documents, Theory of Change, Logic Model and MEAL Plan.
• Design and refine baseline methodology, sampling strategy and data collection tools in collaboration with IsraAID’s MEAL team.
• Develop, pilot, and finalize quantitative and qualitative survey instruments.
• Train enumerators, ensure ethical clearance and safeguarding compliance.
• Lead field data collection in Uganda followed by Kenya, ensuring data quality and timely reporting.
• Produce cleaned datasets, field notes, and interim reports for each country.
• Deliver an inception report, finalized methodology, work plan, and a comprehensive baseline assessment report.

Required profile

• Proven experience in designing and implementing baseline or impact evaluations in humanitarian or nutrition programmes.
• Familiarity with MEAL frameworks, OECD learning criteria and community resilience assessments.
• Ability to work in refugee settings and coordinate with multiple stakeholders.

Required skills

• Quantitative and qualitative research methods.
• Survey tool development and pilot testing.
• Data management and analysis (e.g., Excel, statistical software).
• Ethical research conduct and safeguarding procedures.
