Program Manager I – Emergency Response

About the role

The Program Manager I – Emergency Response will lead Shelter and WASH programming in refugee settlements, ensuring high‑quality delivery aligned with CRS mission and donor requirements.

Key responsibilities

• Provide technical oversight and management of all Shelter and WASH activities throughout the project cycle.
• Supervise and develop staff, manage team dynamics, and ensure performance management.
• Deliver capacity‑strengthening and technical assistance to CRS staff, local partners, and government stakeholders.
• Lead knowledge management, capture lessons learned, and support proposal development for future funding.
• Represent CRS in coordination forums, clusters, and technical working groups.

Required profile

• Bachelor’s degree in International Development, Disaster Management, or related field.
• Minimum 5 years of field‑based project management experience in humanitarian Shelter/WASH programs.
• Experience managing moderately complex projects for multiple public donors, including US government and UN.
• Proven staff management and supervisory experience.

Required skills

• Proficiency with MS Windows and MS Office (Excel, Word, PowerPoint).
• Experience using web‑conferencing applications and information management systems.
• Strong grant management and technical proposal writing abilities.
