Project Manager – WASH (OCHA Project) – Uganda

About the role

The Project Manager – WASH will lead the OCHA‑funded water, sanitation and hygiene (WASH) programme in Uganda’s West Nile region. Reporting to the Programme Manager, West Nile, the incumbent will provide strategic direction, operational oversight and ensure delivery of quality, inclusive WASH services to refugees and host communities in Kiryandongo, Palorinya and Rhino Camp settlements. The role combines programme management, budget control, stakeholder coordination and compliance with donor and humanitarian standards.

Key responsibilities

• Lead project planning, budgeting, procurement and implementation in line with OCHA guidelines and ZOA policies.
• Supervise three Project Coordinators and three Project Officers, setting performance targets and providing technical coaching.
• Monitor project indicators, prepare regular reports and maintain audit‑ready documentation.
• Manage the project budget, track expenditures through ZOA’s ERP system and address any variances.
• Oversee technical WASH interventions, ensuring compliance with Sphere, Uganda Refugee Response and national standards.
• Represent ZOA in sector working groups, coordination meetings and district forums, fostering collaboration with UN agencies, local authorities and partners.
• Identify and mitigate operational, financial, security and safeguarding risks, and ensure protection and gender inclusion are integrated throughout.
