Team Lead, National Level Verification

About the role

ThinkWell Uganda is looking for a Team Lead, National Level Verification to join its Kampala office. Reporting to the Deputy Chief of Party/Technical Director, the Lead will provide technical, managerial and strategic direction for the organization’s health financing and systems strengthening portfolio.

Key responsibilities

• Co‑develop the Verification Master Plan, defining scope, methodology, tools and acceptance criteria for all public financial management (PFM) modules.
• Define and maintain verification strategies for PFM, HRH and HMIS across Ministry of Health national entities, ensuring alignment with national regulations and donor requirements.
• Lead verification of financial, health system and service delivery workflows, validating segregation of duties, approval hierarchies and data integrity.
• Validate integration points between IFMIS, HR systems, procurement portals and revenue systems.
• Author and review verification protocols, including functional, integration, performance and security tests, and ensure documentation complies with ALCOA+ standards.
• Manage defect triage, prioritisation and resolution with developers, auditors and government stakeholders.
• Design and implement capacity‑building plans to address verification findings.
• Produce analytical and communication products such as research reports, policy briefs and slide decks for diverse audiences.

Required profile

• Strong analytical and technical thinking with experience in public financial management verification.
• Excellent communication skills and ability to mentor and coordinate multi‑disciplinary teams.
• Proven ability to work with government agencies and donor partners.
