Community Health and Surveillance Officer

About the role

The International Rescue Committee is seeking a Community Health and Surveillance Officer to support the VITAL Project in Uganda. The role focuses on integrated community health, epidemic preparedness, and response activities for refugee and host populations.

Key responsibilities

• Implement community health and epidemic preparedness interventions in line with project work plans and technical guidance.
• Coordinate disease surveillance, alert reporting, risk communication, screening, and referral activities with Village Health Teams, Community Health Extension Workers, health facilities, Rapid Response Teams, and district health authorities.
• Ensure timely identification, verification, documentation, and reporting of suspected epidemic‑prone diseases and public health events according to Ministry of Health guidelines.
• Strengthen community‑based surveillance, risk communication, and community engagement mechanisms.
• Align implementation with IRC technical standards, DG ECHO priorities, safeguarding principles, and protection mainstreaming approaches.

Required profile

• Experience working with community health structures, disease surveillance, and epidemic preparedness in humanitarian settings.
• Familiarity with Ministry of Health guidelines and integrated humanitarian programming models.
• Ability to collaborate with health authorities, NGOs, and refugee community structures.
• Strong communication and coordination skills.
