Finance and Budget Officer (Cost Recovery)

About the role

The Finance and Budget Officer (Cost Recovery) will support the Deputy Director of the United Nations Regional Service Centre in Entebbe, overseeing budget preparation, cost recovery administration and financial planning for staff and non‑staff resources.

Key responsibilities

• Review, analyse and finalise cost estimates and budget proposals for cost recovery, ensuring compliance with legislative mandates.
• Provide input and coordinate responses to cost‑recovery queries for the Director, RSCE and intergovernmental bodies during budget reviews.
• Support implementation of a comprehensive cost‑recovery mechanism, advising on policies, processes, billing systems and change‑management activities.
• Manage end‑to‑end cost‑recovery processes, document procedures, guide stakeholders and identify improvement opportunities.
• Coordinate development of cost‑recovery plans, staff and non‑staff cost requirements and liquidity forecasts for approval by the Office of the Controller.
• Update rate cards annually and advise clients on cost‑recovery allocations.
