Head of Programs

About the role

Partners for Community Transformation (PaCT) is a not-for-profit organisation working in Uganda to advance economic inclusion, social protection and personal development for adolescent girls and young women (aged 10-24). It operates in ten districts, with national offices in Wakiso and a program coordination office in Mityana. The Head of Programs provides strategic leadership and technical oversight of program design, implementation, monitoring and scaling, ensuring initiatives align with the organisation's mission and respond to the evolving needs of its beneficiaries.

Key responsibilities

• Provide strategic direction and oversight of all PaCT programs, ensuring quality, innovation and impact.
• Lead program planning, design and implementation in line with PaCT's strategic objectives.
• Oversee Monitoring, Evaluation, Accountability and Learning (MEAL) systems so programming is evidence-based.
• Support fundraising and partnerships through proposal writing, donor engagement and resource mobilisation.
• Build and mentor a high-performing program team.
• Strengthen collaboration with government ministries, development partners and community stakeholders, including technical working groups.
• Ensure compliance with donor requirements and organisational policies.

Required profile

• Master's degree in Development Studies, Social Sciences, Project Management, Gender Studies or a related field.
• At least 4 years of progressive experience in program management within an NGO or development organisation, with at least 3 years at a senior leadership level.
• Proven expertise in multi-sectoral programs, preferably in gender, livelihoods, WASH or youth empowerment.
• Strong track record in resource mobilisation, proposal development and donor relations.
• Demonstrated commitment to gender equity and youth development.
