Infrastructure and WASH Engineer

About the role

The Infrastructure and WASH Engineer will provide technical leadership, operational support and strategic guidance for civil engineering, water and sanitation projects at World Vision Uganda’s National Office. Reporting to the Programmes Operations Director, the role ensures compliance with national and international standards and drives continuous improvement across the infrastructure portfolio.

Key responsibilities

• Lead technical support for contractor procurement, including preparation and review of specifications, BOQs, drawings and bidding documents.
• Oversee quality and compliance of engineering projects with World Vision, WHO, SPHERE and government standards.
• Develop and facilitate an Infrastructure Technical Community of Practice to share best practices.
• Support monitoring, evaluation and learning teams to integrate evidence into WASH programming.
• Participate in procurement committees and provide technical guidance on infrastructure procurements.

Required profile

• Bachelor’s degree in civil or water engineering (Master’s preferred).
• Registered graduate with ERB/UIPE or Registered Professional Engineer ERB.
• Minimum 10 years of experience in planning, implementing and monitoring water and civil works.
• At least 3 years in a senior technical leadership role managing multi‑stakeholder projects.

Required skills

• Civil and water engineering design and implementation.
• Preparation and review of technical specifications, Bills of Quantities and tender documents.
• Knowledge of SPHERE standards, WHO guidelines and World Vision procurement procedures.
• Risk identification and mitigation for construction projects.
• Capacity building and technical coaching for field engineers.
