MEAL Officer

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will establish and manage systems to track project performance, ensure data quality, support participant accountability and document learning for the E‑Mobility Project.

Key responsibilities

• Operationalise and maintain the project results framework, indicator definitions, MEAL plan and reporting calendar in line with donor requirements.
• Develop and maintain indicator reference sheets, data‑collection tools, an indicator tracker and a performance dashboard.
• Conduct monitoring visits, verify results against evidence and support partners to address data‑quality issues.
• Translate RBC guidelines into practical monitoring trackers and support the Project Manager in tracking milestones, risks and compliance.
• Facilitate participant feedback mechanisms, analyse trends and ensure findings inform programme adaptation.

Required profile

• Bachelor’s degree in monitoring and evaluation, statistics, development studies, social sciences, economics or related field.
• At least three years of MEAL experience in development programmes, including work with implementing partners.
• Knowledge of Uganda Data Protection and Privacy Act 2019 and experience with data‑protection requirements.

Required skills

• Strong spreadsheet skills.
• Experience using digital data‑collection tools.
• Ability to develop indicator tracking systems and dashboards.
