Program Manager I - Emergency Response

About the role

The Program Manager I will lead Shelter and WASH emergency response programming for newly arrived refugees and persons with specific needs in Nakivale and Rhino Camp settlements in Uganda. Reporting to the Head of Programming, the role ensures high‑quality, accountable delivery of project activities.

Key responsibilities

• Provide management, technical oversight and quality assurance for all Shelter and WASH activities throughout the project cycle.
• Supervise and develop staff, manage team dynamics, and ensure performance management for direct reports.
• Deliver technical assistance and capacity‑strengthening to CRS staff, local partners, government and other stakeholders.
• Lead knowledge management, capture lessons learned and support adaptive program design.
• Identify funding opportunities, contribute to proposal development and serve as technical lead for proposals.
• Represent CRS in coordination forums, clusters and technical working groups.

Required profile

• Master’s (preferred) or Bachelor’s degree in International Development, Disaster Management, WASH, Engineering or related field.
• Minimum 5 years of field‑based project management experience, preferably with an international NGO.
• Strong knowledge of Shelter, WASH and humanitarian response sectors in Uganda, including coordination mechanisms and protection principles.
• Demonstrated ability to write high‑quality technical proposals and reports.
• Fluent English; working proficiency in a local language is a plus.

Required skills

• Proficiency with MS Windows and MS Office suite (Excel, Word, PowerPoint).
• Experience using web‑conferencing applications and information‑management systems.
• Project grants management, including design and reporting for multiple public donors.
• Strong relational and stakeholder management abilities.
