Programme Specialist (PSEA) – Temporary Position

About the role
The Programme Specialist (PSEA) will support UNICEF Uganda’s Ebola response by embedding protection from sexual exploitation and abuse (PSEA) and safeguarding across all programmes and partners. This three‑month temporary position is based in Kampala and aims to make the emergency response safer, more accountable and more accessible for affected communities.
Key responsibilities
- Integrate PSEA and safeguarding principles into Ebola response programme design and community engagement.
- Provide capacity‑building and technical support to partners and frontline workers on PSEA, safeguarding and GBV risk mitigation.
- Conduct field monitoring of partner activities and review compliance with PSEA standards.
- Identify, assess and contribute to mitigation of SEA and safeguarding risks.
- Strengthen confidential reporting channels and promote awareness of SEA reporting pathways.
- Enhance survivor‑centred referral pathways linked to GBV and child protection services.
- Support coordination of PSEA within UNICEF and inter‑agency platforms, collaborating with government, UN and implementing partners.
- Monitor overall PSEA integration and provide regular updates and a final report.
Required profile
- Experience working on PSEA, safeguarding or protection in humanitarian or emergency contexts.
- Knowledge of GBV risk mitigation and child protection frameworks.
- Ability to train partners, provide technical guidance and conduct compliance monitoring.
- Strong analytical skills for risk assessment and reporting.
