Public Financial Management Data Analytics Manager

About the role

The Public Financial Management (PFM) Data Analytics Manager will provide specialised analytical and managerial support for PFM, fiduciary risk and government‑to‑government (G2G) verification activities in Uganda. Reporting to the Director of Data and Information Systems, the role translates financial, HRIS and programme data into actionable evidence on fund flows, disbursements, expenditures, performance and risk at national and sub‑national levels.

Key responsibilities

• Conduct timely desk‑based analysis of PFM, financial, HRIS and related administrative data from national and sub‑national information systems.
• Analyse G2G fund disbursements and flows, highlighting delays, bottlenecks, unusual patterns and discrepancies.
• Reconcile disbursements and expenditures with agreed activities, milestones and verified project results, documenting material variances.
• Triangulate existing PFM, fiduciary, audit and capacity assessments with current system data and verification findings to identify evidence gaps.
• Prepare analytical outputs such as fund‑flow summaries, reconciliation tables, exception reports, risk flags and national/sub‑national comparisons.
• Support the development of analytical tools, templates, dashboards and data‑extraction procedures using existing government and project systems.
• Participate in technical discussions with government counterparts and project teams to explain findings and support follow‑up actions.
• Supervise and coach analysts and verification team members on PFM‑related desk review and field verification tasks.

Required profile

• Strong background in public financial management, fiduciary risk assessment or related financial analysis.
• Experience leading desk‑based data analysis and producing evidence‑based reports.
• Ability to triangulate multiple data sources and identify gaps for further assessment.
• Proven supervisory or coaching experience of analysts or verification teams.
• Excellent communication skills for interaction with government officials and project stakeholders.
