Senior Monitoring, Evaluation, and Learning (MEL) Specialist

About the role

The Senior Monitoring, Evaluation, and Learning (MEL) Specialist will provide technical support for the STRIDES Uganda project, strengthening infectious disease detection systems. The role focuses on designing and updating performance management plans, creating data collection tools, tracking implementation progress, and advising the team on priority actions to achieve results.

Key responsibilities

• Provide overall technical direction and guidance aligned with project outcomes.
• Lead design, planning, monitoring, data collection, analysis, and reporting of project data.
• Support staff and partner capacity building and coordinate program evaluations.
• Manage monitoring of all program indicators and ensure compliance with FHI 360 SOPs.
• Develop technical briefs, reports, and other materials to disseminate best practices.
• Analyze implementation data to identify improvements and propose technical strategies.
• Guide data aggregation, analysis, and donor reporting.
• Develop and monitor technical work plans, budgets, and tools for project design and implementation.
• Contribute to business development through opportunity identification, proposal development, and strategic partnering.

Required profile

• Senior‑level professional with extensive experience in monitoring, evaluation, and learning for health projects.
• Proven ability to provide technical leadership, capacity building, and mentorship.
• Strong analytical skills to assess program effectiveness and recommend improvements.
• Experience preparing technical reports, briefs, and donor documentation.
• Ability to work closely with project and headquarters teams and to keep them updated on M&E guidance.
