Senior Planner

About the role

The Senior Planner will support the development, implementation, monitoring and review of the TVET Council’s strategic and operational plans, ensuring alignment with national priorities and the evolving labour market.

Key responsibilities

• Lead the development, review and implementation of the Council’s Strategic Plan and other medium‑ and long‑term planning frameworks.
• Coordinate the annual work plan and budget to align with strategic priorities and approved programmes.
• Develop implementation frameworks, including activity schedules, timelines, resource requirements, KPIs and monitoring mechanisms.
• Analyse performance data and produce periodic reports, policy statements and budget documents for government submission.
• Facilitate stakeholder consultations with government agencies, TVET providers, employers and development partners.

Required profile

• Master’s degree in economics, public policy, statistics, monitoring and evaluation or a related field (minimum bachelor’s degree required).
• At least six years of experience in strategic planning, performance monitoring, M&E or policy analysis within the public, TVET or development sector in Uganda.
• Familiarity with Uganda’s Programme Budgeting System (PBS) and the national TVET system is an advantage.

Required skills

• Proficiency in strategic and operational planning, logical frameworks and results‑based management.
• Strong analytical, quantitative and report‑writing abilities.
• Excellent interpersonal and coordination skills for multi‑sectoral stakeholder engagement.
