Senior Risk Management Officer

About the role

The Senior Risk Management Officer will lead the enterprise risk management function at the TVET Council, ensuring a proactive risk‑aware culture and supporting the Council’s mandate under the TVET Act 2025.

Key responsibilities

• Develop, implement and periodically review the Council’s Enterprise Risk Management Framework and Policy.
• Coordinate risk identification, assessment, profiling and maintain an up‑to‑date risk register across all departments and projects.
• Support risk owners in designing mitigation strategies, monitor implementation and recommend policy enhancements.
• Prepare quarterly risk reports, heat maps and dashboards for senior management and the Audit, Risk Regulatory Committee.
• Deliver risk‑management training and awareness sessions to build departmental capacity.

Required profile

• Bachelor’s degree in Finance, Accounting, Business Administration, TVET or related field; postgraduate qualification or professional certification in risk management required.
• At least six years of relevant audit/risk management experience, including three years in a middle‑management role.
• Experience developing risk frameworks in public‑sector or donor‑funded organisations is an advantage.

Required skills

• Knowledge of enterprise risk management frameworks such as ISO 31000 and COSO ERM.
• Strong analytical ability to translate risk data into actionable insights and reports.
• Proficiency in preparing risk registers, heat maps and key risk indicator dashboards.
