Senior Specialist – Risk and Primary Controls (Technology)

About the role

The Senior Specialist will lead compliance, risk and operational resilience activities across MTN Uganda's Technology operations. The role ensures adherence to MTN Group standards, regulatory requirements and promotes continuous improvement of operational controls.

Key responsibilities

• Conduct compliance reviews and operational audits to verify alignment with MTN Group standards, the National Telecommunications Operator License and quality of service requirements.
• Drive operational risk assessments, mitigation strategies and technology resilience initiatives to support continuity and service assurance.
• Participate in change governance, including the Change Management Board, to ensure changes follow approved processes and controls.
• Coordinate internal and external audit activities, ensuring timely closure of findings and control gaps.
• Monitor adherence to operational policies, standards and procedures while identifying efficiency improvements.
• Prepare governance, compliance, risk and resilience reports for management and stakeholders.
• Liaise with internal teams, vendors, auditors and the regulator to strengthen governance and compliance.
• Ensure implementation and monitoring of network security and operational controls in line with ISO27001 and other applicable standards.

Required profile

• BSc in Electrical/Telecommunications Engineering or related field.
• Minimum 4 years’ experience in telecommunications network operations, operational resilience or network/service planning.
• Proven experience with operational controls, audit, governance, regulatory compliance and risk management.
• Demonstrated ability to engage stakeholders, produce operational reports and support change governance.

Required skills

• Strong understanding of governance frameworks, operational controls and regulatory compliance.
• Experience evaluating technical controls to identify vulnerabilities and minimise risk exposure.
• Ability to analyse risk trends, audit findings and service performance indicators and recommend improvements.
