Senior Policy Advisor – Roster (Multiple Locations)

About the role

The Senior Policy Advisor will join the CTG Talent Roster, a pre‑vetted pool of experts ready to support rapid‑deployment assignments with development, humanitarian, government and institutional partners worldwide. This position provides mid‑to‑senior level policy advisory support on governance, public policy, institutional reform and socioeconomic development.

Key responsibilities

• Deliver policy advice on governance, public administration, institutional reform and national transformation priorities.
• Support the design, review and implementation of policy frameworks, reform roadmaps, strategies and action plans.
• Conduct policy analysis, political‑economy analysis, institutional diagnostics and evidence‑based options analysis.
• Translate complex policy issues into clear recommendations for senior decision‑makers.
• Assist in institutional capacity development, inter‑ministerial coordination and reform implementation mechanisms.
• Engage with ministries, public agencies, development partners, private sector, think‑tanks and civil society to facilitate consultations, workshops and policy dialogues.

Required profile

• Advanced degree in public policy, governance, economics, political science or a related field.
• Extensive experience (typically 8+ years) in senior policy advisory roles within government, development agencies or international organisations.
• Proven ability to work across multiple regions and adapt to diverse cultural and political contexts.
• Strong analytical and writing skills, with experience producing policy briefs and strategic documents.
