National Consultant for Oversight, Coordination, Monitoring and QA of CHWP

About the role

The consultant will provide strategic and operational oversight of the Community Health Workforce Programme (CHWP) in Uganda, ensuring timely delivery of outputs, adherence to workplans and budgets, and quality implementation of training and deployment activities.

Key responsibilities

• Monitor and coordinate programme implementation with UNICEF, the implementing institution, Ministry of Health and district structures.
• Ensure quality assurance of training, deployment and digital health solutions such as eCHIS.
• Support the focal point staff in implementation monitoring, reporting and stakeholder coordination.
• Oversee achievement of programme targets and compliance with approved budgets.

Required profile

• MA in Public Health, Community Health, Health Systems Management, Monitoring and Evaluation or related field.
• At least 10 years of experience in public health and large‑scale community health programme implementation.
• Proven experience working with Ministry of Health structures and district governments.
• Strong background in programme monitoring, evaluation and quality assurance.

Required skills

• Experience with digital health systems including DHIS2 and eCHIS.
• Demonstrated stakeholder engagement and coordination skills.
• Excellent report writing and analytical abilities.
