National Consultant for Oversight, Coordination, Monitoring and Quality Assurance of CHWP

About the role

The consultant will provide strategic and operational oversight of the Community Health Workforce Programme (CHWP) in Uganda, ensuring timely delivery of outputs, adherence to workplans and budgets, and quality implementation of training and deployment activities. The role involves close coordination with the Ministry of Health, district governments and UNICEF staff.

Key responsibilities

• Oversee programme implementation, monitor progress against targets and ensure quality assurance of training, deployment and digital enablement activities.
• Coordinate with Ministry of Health, district structures and implementing partners to align activities and reporting.
• Provide technical support for monitoring, evaluation and reporting, including use of digital health tools such as eCHIS.
• Facilitate stakeholder engagement, supervise field teams and ensure effective communication across all levels.

Required profile

• Minimum 10 years of professional experience in public health and large‑scale community health programme implementation.
• Proven experience working with Ministry of Health structures and district local governments.
• Strong background in programme monitoring, evaluation and quality assurance.
• Master’s degree in Public Health, Community Health, Health Systems Management or related field.

Required skills

• Experience with digital health systems, specifically DHIS2 and eCHIS.
• Advanced monitoring and evaluation skills, including data analysis and reporting.
