Senior Regulatory Governance & Policy Specialist (Consultancy)

About the role

We are seeking a highly experienced Senior Regulatory Governance & Policy Specialist to support our international regulatory and public health advisory network. This consultancy role focuses on strengthening national regulatory authority systems in line with WHO Global Benchmarking Tool (GBT) and Maturity Level 3 requirements.

Key responsibilities

• Support regulatory governance and policy strengthening initiatives.
• Review and advise on legal and institutional regulatory frameworks.
• Assist alignment with WHO GBT requirements.
• Develop regulatory policies, procedures, and governance systems.
• Contribute to institutional strengthening and capacity‑building activities.
• Participate in strategic advisory meetings and stakeholder consultations.
• Support regulatory harmonization and reliance strategies.

Required profile

• 15+ years of relevant experience, preferably in regulatory governance, public health, or pharmaceutical sectors.
• Exposure to WHO, FDA, MHRA, EMA, PIC/S, ASEAN or equivalent regulatory systems.
• Experience with vaccines, biologics, pharmaceuticals, or public health systems.
• Strong understanding of regulatory governance, compliance, and institutional frameworks.
• Background as former FDA/NRA officials, WHO/public health regulatory consultants, regulatory policy advisors, pharmaceutical regulatory attorneys, senior regulatory affairs experts, or international public health regulatory specialists.
• Experience in developing or emerging healthcare systems is an advantage.
