Cash and Voucher Assistance Technical Specialist

About the role

The Cash and Voucher Assistance (CVA) Technical Specialist will provide technical leadership for CVA interventions under the ReSET Pillar 1 programme in Uganda. The role ensures cash‑first assistance is feasible, safe, inclusive, cost‑effective and compliant with IRC policies and FCDO requirements, supporting vulnerable refugees and host communities.

Key responsibilities

• Lead the design and implementation of CVA interventions, aligning them with the project results framework, IRC’s Economic Recovery and Development strategy, and FCDO standards.
• Conduct and oversee feasibility, market, and risk assessments to determine appropriate cash, voucher, or in‑kind modalities.
• Provide technical recommendations on transfer values, frequency, targeting approaches, and delivery mechanisms using evidence such as Minimum Expenditure Basket data.
• Ensure CVA interventions are informed by vulnerability and protection analyses and are responsive to the needs of women, children, persons with disabilities, and other high‑risk groups.
• Develop, review, and update CVA strategies, standard operating procedures, and contingency plans for emergency response.
• Identify emerging operational challenges and propose solutions related to registration, payment delivery, data management, market access, and fraud prevention.
• Support capacity building for IRC staff and local partners, and contribute to inter‑agency coordination and harmonisation of CVA approaches.
• Generate evidence and learning to improve program quality and inform adaptive management.
