Disability and Inclusion Specialist

About the role

The Disability and Inclusion Specialist will ensure that persons with disabilities and other groups at risk of exclusion can meaningfully access, participate in, and benefit from all components of the ReSET Pillar 1 programme in Uganda. The role provides technical leadership, capacity strengthening and partnership management across the consortium.

Key responsibilities

• Develop and lead the implementation of a disability and inclusion strategy and action plan aligned with donor, international and IRC standards.
• Advise programme leadership and consortium partners on inclusion in design, budgeting, risk management and reporting.
• Validate GEDSI analysis, conduct baseline accessibility audits and set inclusion standards before delivery.
• Review targeting, registration, cash delivery and feedback mechanisms for bias and recommend adaptations.
• Strengthen links between cash assistance and protection services, ensuring accessible referral pathways to specialist services.
• Build and maintain relationships with OPDs, refugee‑led organisations and other groups at risk of exclusion, facilitating their participation in programme planning and governance.

Required profile

• Demonstrated experience in disability inclusion, gender equality and protection within humanitarian programmes.
• Strong knowledge of CRPD, IASC inclusion guidelines and GEDSI frameworks.
• Proven ability to work collaboratively with diverse partners, including refugee‑led organisations and NGOs.
• Excellent analytical skills to conduct audits, reviews and produce evidence‑based recommendations.

Required skills

• Technical expertise in inclusive targeting tools such as the Washington Group Short Set of Questions.
• Capacity to design and monitor inclusive cash assistance mechanisms.
• Ability to develop accessible referral pathways and case‑management processes.
