Protection and Referral Specialist

About the role

The Protection and Referral Specialist provides technical leadership for the integrated protection component of the ReSET Pillar One programme in Uganda. Based in Adjumani, the role oversees protection screening, case management, MHPSS and legal assistance referrals, and ensures closed‑loop referral pathways to self‑reliance opportunities.

Key responsibilities

• Lead design, delivery and quality of protection and referral activities across 10 refugee settlements.
• Supervise Protection Officers in Nakivale, Yumbe and Kiryandongo and provide technical oversight to consortium partners.
• Develop, validate and roll‑out protection tools, SOPs and training materials.
• Ensure protection screening, case management, GBV, child protection and MHPSS meet global and national standards.
• Manage protection risks, contribute to adaptive management decisions and donor reporting.

Required profile

• Proven experience in humanitarian protection, GBV, child protection or related fields.
• Experience supervising staff and coordinating with multiple partners, including NGOs and government agencies.
• Strong knowledge of protection principles, cash‑and‑voucher assistance and referral systems.

Required skills

• Use of case management information systems such as Primero/CPIMS, GBVIMS and CommCare.
• Technical leadership in protection screening tools and SOP development.
• Ability to design and monitor closed‑loop referral pathways.
