Procurement Officer – Regional Position (Entebbe, Uganda)

About the role

The Nile Basin Initiative (NBI) is seeking a highly qualified Procurement Officer to support its regional operations from the Secretariat in Entebbe, Uganda. This six‑year fixed‑term role involves managing procurement activities that contribute to sustainable development across the Nile Basin member states.

Key responsibilities

• Plan, execute, and monitor procurement processes in accordance with NBI policies and donor requirements.
• Prepare tender documents, evaluate bids, and negotiate contracts with suppliers and service providers.
• Maintain accurate procurement records, ensure compliance with financial regulations, and report on procurement performance.
• Coordinate with NBI’s three Centres and partner agencies to align procurement activities with project timelines.
• Provide technical guidance and capacity‑building support to staff on procurement best practices.

Required profile

• University degree in Business Administration, Supply Chain Management, or a related field.
• Minimum 10 years of progressive experience in procurement, preferably in an international or development context.
• Demonstrated ability to manage complex procurement cycles and multi‑stakeholder environments.
• Strong analytical, negotiation, and reporting skills.
• Willingness to travel within the Nile Basin region as required.
