Health, Safety and Environment Officer

About the role

VAAL Real Estate Uganda, part of a real estate developer with over 20 years of international experience in luxury property across Africa, is looking for a Health, Safety and Environment (HSE) Officer. The role implements the approved site HSE plan and procedures under the direction of the HSE Manager, monitoring compliance by employees, the main contractor and subcontractors.

Key responsibilities

• Conduct daily site inspections, record findings, communicate corrective actions and verify their closure within agreed timelines.
• Monitor safety controls for high-risk activities such as work at height, scaffolding, excavation, lifting, hot work, electrical work and confined space entry, verifying permits and competent personnel.
• Deliver site HSE inductions, support toolbox talks and task-specific briefings, maintain training records and report competence gaps to the HSE Manager.
• Monitor contractor compliance with fall protection, safe access, exclusion zones, traffic management, housekeeping and PPE, and confirm specialist inspections by competent persons.
• Monitor occupational health controls for dust, noise, vibration, hazardous substances, manual handling and heat exposure, and check safety data sheets, water, sanitation and welfare facilities.
• Report incidents, injuries, near misses and environmental events; assist with incident investigations and corrective and preventive actions.
• Inspect emergency arrangements, support emergency drills and monitor waste segregation, chemical and fuel storage, spill prevention, dust suppression and site drainage.
• Monitor weather-related risks and exercise stop-work authority when there is imminent danger.
• Maintain inspection records, permit logs, training registers and corrective action trackers, prepare routine HSE reports and support audits and regulatory inspections.

Required profile

• NEBOSH International General Certificate required; NEBOSH Diploma, IOSH Chartered Membership or a relevant degree preferred.
• Eight to 10 years of experience in construction HSE, including at least three years in a lead or managerial role.
• High-rise site experience with concurrent workforces of 200 or more; experience on accelerated construction schedules preferred.
• Working knowledge of the Uganda Occupational Safety and Health Act and local regulators; a degree in Occupational Health and Safety or Engineering is an advantage.
