Disability and Inclusion Specialist
theirc · Kampala Country Field Office
Job description
About the role
The International Rescue Committee (IRC) is leading the first pillar of the ReSET programme, a refugee support initiative selected by the British High Commission Kampala. The Disability and Inclusion Specialist ensures that persons with disabilities and other groups at risk of exclusion, including refugees and host community members, can access, participate in and benefit from the programme on an equal basis. The role combines technical leadership, hands-on capacity strengthening and partnership, working with all consortium partners as a consortium lead.
Key responsibilities
- Lead the implementation of a disability and inclusion strategy and action plan aligned with FCDO requirements, the CRPD, IASC guidelines, inclusion standards and the IRC's SIT approach, and advise programme leadership and partners on inclusion in design and decision-making.
- Integrate disability and inclusion into work plans, budgets, risk management and donor reporting, validate GEDSI analysis, set up a baseline accessibility audit and disability data, and run quarterly reviews of targeting, registration, cash delivery, referral and feedback.
- Review targeting and vulnerability criteria using tools such as the Washington Group Short Set of Questions, and work with cash and market teams to remove barriers in registration, verification, delivery and post-distribution monitoring.
- Advise on accounting for the cost of reasonable accommodations in transfer values and on the specific risks and needs of at-risk groups.
- Strengthen links between cash assistance and protection services, including MHPSS, GBV response, child protection and legal aid, and develop accessible referral pathways to rehabilitation, assistive technology, health, education and livelihoods providers.
- Support safeguarding and the prevention of sexual exploitation, abuse and harassment for persons with disabilities, and work with TPO Uganda, UGANET and IRC protection teams.
- Build partnerships with OPDs, disability-focused organizations and other representative groups, involving them in planning, validation, accessibility review and programme governance.
