Partnership Officer (Agrifood System Transformation for Youth Employment)

About the role

The Partnership Officer reports to the Partnership Manager and supports the manager and the Finance Team in managing civil society and private sector partners for the ASTYE Uganda program, a 5-year initiative implemented by GOAL under the Mastercard Foundation's Young Africa Works strategy. The role covers partner selection, onboarding, contracting, monitoring and reporting, and contributes to partners' understanding of accountability frameworks and donor compliance.

Key responsibilities

• Map and select partners: define parameters, carry out desk and field research, profile partners and update the PIMS database
• Conduct due diligence and risk assessment, introduce partners to GOAL's procedures and set expectations
• Draft partner agreements, define scope, roles, deliverables and monitoring processes, and hold inception meetings
• Co-create objectives, milestones and budgets; track progress through KPIs and co-monitoring visits
• Monitor budget use, review financial reports and ensure compliance with partnership financial requirements
• Provide financial, compliance and safeguarding training, coordinate capacity enhancement and external audits, and support grant management
• Update PIMS, file reports and documents, present performance updates to the grants monitoring team, prepare disbursement forecasts and follow up on partner actions

Required profile

• Bachelor's degree in Business Administration, Accounting or CPA/ACCA (CPA or ACCA is a must)
• At least three years of experience in audit or a similar role
• Experience working with both private and public sectors

Required skills

• Knowledge of Microsoft Office
• Desirable: strong analytical, communication, presentation and training skills
