Senior Internal Auditor (Internal Audit)

About the role

The TVET Council of Uganda is hiring a Senior Internal Auditor in Kampala. The postholder carries out internal audit engagements assigned by the Manager Internal Audit and Risk Management, providing hands-on assurance over governance, risk management and internal control processes across the Council, in line with global internal audit standards, the PFMA 2015, CAP 171 and the Council's Internal Audit Charter and Manual.

Key responsibilities

• Prepare detailed audit programmes from the annual audit plan and conduct fieldwork including walkthroughs, vouching, reperformance, recalculation, observation and inspection of documents.
• Perform audits of financial, operational, compliance, procurement, payroll, revenue and IT processes, identify control weaknesses and prepare referenced working papers.
• Draft audit findings and contribute to audit reports, discuss them with process owners and track management action plans and follow-up testing.
• Flag risk observations for the Council's risk register and stay up to date on laws and standards such as the PFMA, TVET Act 2025 and TVET Policy Implementation Standards.

Required profile

• Honours degree in Finance and Accounting, Business Administration, Commerce, Economics, Auditing or a related course, plus full professional accountancy qualification, OR Chartered Accountant with full qualification.
• Registered member of the Institute of Certified Public Accountants of Uganda (ICPAU).
• Member of the Institute of Internal Auditor of Uganda (IIA).
• At least six years of relevant administrative experience, including three years at middle level in a reputable organisation, donor-funded organisation or public institution.
• Experience auditing public sector or PFMA-regulated entities is an added advantage.

Required skills

• Working knowledge of internal audit standards and risk-based audit methodology.
• Analytical and report-writing skills, with attention to detail.
• Proficiency in data analysis tools and computer-assisted audit techniques (CAATs) is an added advantage.
