Surface Quality Surveillance Leader

About the role

Q-Sourcing, a manpower management solutions firm operating across Uganda, Kenya, Tanzania, Rwanda and South Sudan, is recruiting a Surface Quality Surveillance Leader in Kampala on behalf of its client Total Energies. The role covers coordinating and supervising quality surveillance of contractors, suppliers and vendors, including reviewing plans, approving inspection and test plans, managing surveillance orders and reporting quality performance.

Key responsibilities

• Coordinate package quality surveillance activities and ensure contractor quality work follows project requirements and the criticality assessment/surveillance plan.
• Define and develop the package surveillance programme, plans and organisation, and help the Package Manager plan surveillance resources and inspection tools.
• Populate the project's digital inspection tool with ITP information and updates, and prepare and manage surveillance service orders and contracts.
• Review and approve contractor quality control plans, inspection and test plans, and other quality documents, adding company surveillance points and hold points.
• Advise contractors, subcontractors and suppliers on QA/QC, document control and enforcement; witness quality audits and take part in investigations of significant quality failures.
• Review inspection reports and quality records, sign them where required, and ensure material traceability is implemented.
• Follow up findings and observations from audits and surveillance, and interface with third-party authorities on conformity certification.
• Monitor reporting from construction QC leaders, review quality KPIs and NCR trends, and raise weekly and monthly status reports to the Package Manager and Project Quality Manager.
• Ensure confidentiality of all documentation and comply with the Code of Conduct and HSE rules.

Required profile

• Engineer degree or equivalent.
• 10 years in the oil and gas industry, with at least 5 years after qualification in QC/inspection with relevant project experience.
