MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the implementation of MEAL systems for the PROPEL programme in Uganda. Reporting to the Program Manager Market Systems for Employment, the role ensures that programme performance, market‑system change and youth employment outcomes are tracked, analysed and used to inform adaptive management.

Key responsibilities

• Develop, implement and maintain MEAL frameworks, tools and processes aligned with PROPEL requirements.
• Collect, clean and analyse quantitative and qualitative data on market systems, private‑sector behaviour and youth employment pathways.
• Produce regular monitoring reports, evaluation briefs and learning notes for internal and external stakeholders.
• Support evidence‑based decision‑making by providing timely data visualisations and dashboards.
• Ensure compliance with accountability standards, including data protection and ethical considerations.
• Facilitate learning workshops and knowledge‑sharing sessions with programme staff and partners.

Required profile

• Minimum 3 years (36 months) of experience in monitoring, evaluation, accountability or learning within international development or NGOs.
• Demonstrated experience working with youth employment or market‑systems programmes.
• Strong analytical mindset with ability to translate data into actionable insights.
• Excellent written and verbal communication skills in English.
• Ability to work collaboratively with diverse stakeholders, including private‑sector partners.
